The configuration file (XPsp2) should be placed in User\Application Data, NOT in C:\. it is hard enough to keep a computer organised without this rogue behaviour. I see no need to to tell the authors anything or to look for updates at every start - so there is no need to contact home. Users don't know what information is being transmitted and it only makes us nervous. I like to keep my Windows startup trimmed and run a cleanup program as needed, if there is any need for a scheduled clean, this should be done through the Windows native scheduled tasks facility.
